Gambling regulation in Kerala
Kerala prohibits gaming houses under the Kerala Gaming Act, 1960, but is famous for the opposite kind of state gambling: Kerala State Lotteries, founded 1967, the oldest and largest government lottery programme in India. A 2021 attempt to ban online rummy for stakes was set aside by the Kerala High Court as targeting a recognised skill game; the federal 2025 Act has since banned online money play nationwide. No casinos operate. Across every state and union territory, online money games are prohibited nationwide by the Promotion and Regulation of Online Gaming Act, 2025, in force since 1 May 2026 and enforced by the Online Gaming Authority of India.
Online money games are prohibited across India under the Promotion and Regulation of Online Gaming Act, 2025, in force since 1 May 2026 — regardless of any historical state-level permissions. The notes above concern land-based and state-specific rules.
