State guide →All 28 states and 8 union territories: regulation, land-based venues, regional preferences and payment infrastructure — researched separately, because India is not one market.
Betting and gambling sit on the State List of the Indian Constitution, so each state writes its own gambling law. Most still build on the colonial-era Public Gambling Act, 1867; a few — Goa, Daman & Diu and Sikkim — license land-based casinos, while states such as Telangana and Andhra Pradesh prohibit nearly all real-money play. Court rulings on games of skill (notably rummy and horse-race betting) add another layer of divergence.
Since 1 May 2026 the Promotion and Regulation of Online Gaming Act, 2025 is in force nationwide: it prohibits online money games across India (regardless of older state-level permissions or licences), regulates e-sports and social gaming, and is enforced by the Online Gaming Authority of India. A historical regional licence therefore does not mean online betting is permitted today. Land-based gambling remains a state subject.
Teen Patti dominates festive play in the north while Rummy has deep roots in the south; kabaddi and cricket command different audiences by region; and payment habits range from UPI-first metros to cash-heavy rural districts. Each state guide covers these dimensions with sources and a verification status.
